Suspicious blaze kills sentry in E China


A man in Pingdu, Shandong province died in a fire while staying in a makeshift tent to guard land against being confiscated.
Three others who were staying with the 62-year-old were also injured in the blaze that occurred at around 1:30 am on Friday, according to qingdaonews.com. The report did not make clear how the fire started.
It was reported the four had disagreed with the village committee over income distribution from the land. Villagers said they guarded the land 24 hours a day.
Local police are investigating.

Swiss banks' move 'to aid graft fight'

A decision by Switzerland to hand over details of secret bank accounts in the country to other nations will benefit China's ongoing anti-corruption campaign, financial specialists say.
The Swiss pledged on Tuesday to provide details of foreign bank accounts, marking a breakthrough in the global crackdown on tax evasion.
The Financial Times reported that Switzerland committed itself to signing a new global standard on automatic exchange of information. The move is being viewed as a decisive break away from traditional Swiss protection of banking clients' privacy.
"The move will definitely help anti-corruption efforts in China, as Switzerland is the world's largest offshore financial center," said Shen Minggao, head of China research at Citibank.
"It will become much easier for the Chinese authorities to collect information on overseas accounts relating to corrupt officials."
The Swiss policy change pledge was made at a meeting of the Organization for Economic Cooperation and Development in Paris.
The declaration was signed by more than 40 countries, including other member countries of the OECD and G20 nations.
It requires the collection and exchange of information on bank accounts and the beneficial ownership of companies and other legal entities such as trusts.
The Swiss Bankers Association said, "The banks in Switzerland are willing to adopt the automatic exchange of information along with other financial centers, provided that the exchanged information is only applied for tax purposes."
Ren Jianming, a professor of clean governance research at Beihang University in Beijing, said foreign banks are the places most favored by corrupt Chinese officials to deposit their ill-gotten gains, because of client privacy.
The policy change by the Swiss authorities will contribute to international anti-corruption cooperation efforts, Ren said.
Late Philippine president Ferdinand Marcos had billions of dollars in secret Swiss bank accounts, and imprisoned former Taiwan leader Chen Shui-bian also had deposits in Swiss banks, Ren said.
Shen said, "I believe improving transparency is a global trend."
As more governments join hands in fighting corruption and tax evasion, the cost of justice will start to come down, even though it may still take time for the new agreement to take full effect, he added.

Terrorism, extremism biggest threat to Uygur culture


BEIJING - Five years after fatal violence left nearly 200 dead in the city of Urumqi, the concussion created by the watershed incident has not died down.
Bigoted Western critics have never stopped challenging the country's commitment to stabilizing and developing the restive region.
One of their persistent accusations against China's Xinjiang policy is that the nation's iron-fist crackdown on terrorism and religious extremism helps eliminate the traditional Uygur culture in the autonomous region, largely inhabited by ethnic Uygurs. China fights terrorism and violent attacks
That logic is fallacious. It is the terrorists and extremists who are leading the time-honored Uygur culture into the danger of extinction.
The Uygurs in south Xinjiang have to stop singing, dancing and painting, all of which the group are historically talented in, after these behaviors are labeled "non-Islam" and threatened to be banned by some extremists.
Traditional Uygur clothing, which is usually colorful and a delicate blending of Islamic and Uygur ethnic cultures, is also under threat.
The religious extremists leave the Uygur women with no choice of attire but the burka and forced veiling. Any refusal could easily invite isolation, accusation of betrayal and even life danger.
As a matter of fact, deprived freedom of entertainment and forced burka wearing have never been a part of the Uygur heritage. The extremist groups are encroaching and annihilating the Uygur culture and hijacking Islam.
It is equally unreasonable and irritating as what was happening in Somalia and Pakistan, where under the extremists' rule, pop music was banned and any other religions were labeled as heresy with their icons eradicated.
By doing so, the extremists in Xinjiang aim to strengthen the religious identity of the Uygurs and weaken their ethnic identity before they can finally separate Xinjiang, one sixth of China's total landmass, from the country.
Religious extremism, the primary motivator of acts of terrorism worldwide, has prompted a spate of terrorist attacks inside and out of Xinjiang over the past five years.
The targets of these attacks have shifted from symbols of the government, such as public security stations and police vehicles, to civilians at railway terminals, markets and residential communities.
The nationwide panic and fear these terrorists have created has inevitably led to ethnic estrangement.
The entire Uygur ethnic group has been wrongly perceived by some as terrorists and jihadists. The Uygur culture has to some degree been misinterpreted and stigmatized.
China's uphill battle against terrorism in Xinjiang is a part of the world's counter-terrorism war. To win the battle is to protect the Uygur culture.

The latest attack in the Xinjiang Uygur autonomous region highlights the need to intensify the fight against the growing threat of terrorism at multiple levels, according to security analysts and experts.
US condemns terrorist attack in Xinjiang Live: Explosives used in attack on market in Xinjiang Ma Pinyan, a senior anti-terrorism researcher, said there had been a growing number of attacks and there was also the possibility that more people had become terrorists despite a crackdown on extremist activities in recent years.
"Not enough efforts are being made to solve terrorism at its roots," said Ma, deputy director of the Ethnic and Religious Study Center at Xinjiang Academy of Social Sciences.
"The ideological basis for terrorism is religious extremism. The extremists have increased their efforts to indoctrinate people."
On Thursday morning, two cars without license plates plowed into people at an open-air market in Urumqi, the regional capital, with the occupants throwing explosives into the crowds.
The attack killed 31 people and injured at least 94 others. The Ministry of Public Security described it as "an extremely severe terrorist incident".
It was the second terrorist attack in Urumqi in less than a month. On April 30, a railway station explosion killed three people, including two attackers, and injured 79 others.
Xinjiang Party chief Zhang Chunxian said in March that the penetration of religious extremism had led to more attacks.
Tourism decline
Meng Nan, a Central Asian studies researcher at Xinjiang University, said the terrorists had become more focused and sophisticated in their attacks.
They chose the morning market for the latest attack because they could cause maximum panic, Meng said.
The attacks in Xinjiang would trigger a decline in the number of tourists to the region during the peak season, he said.
Besides economic damage, such attacks "can attract the attention of anti-China forces in the West, who will support the terrorists with funding or weapons", Meng added.

Survey: Chengguan remain unpopular


The public's degree of satisfaction with urban management, known as chengguan, remains low in Guangzhou, Guangdong province, this year, a recent survey indicates.
The survey, whose results were released on Tuesday, was conducted by Guangzhou-based Canton Public Opinion Research Center, which interviewed 1,000 residents aged 16 or above in March.
The findings showed that only 28 percent of the public were satisfied with chengguan's law enforcement this year, up slightly from 2013's 27 percent.
Meanwhile, local residents' dissatisfaction with chengguan's enforcement against unauthorized buildings grew to 39 percent.
The degree of public satisfaction on chengguan's handling of illegal roadside stall businesses continued to slide. Public approval stands at less than 20 percent this year, according to the survey.
Many unauthorized construction projects have remained intact for more than a dozen years, and chengguan seem to have no idea, respondents said. At the same time, 67 percent of local residents think stalls that illegally occupy streets and roads for business have become a normal phenomenon in the southern metropolis, the survey found.
Public satisfaction with law enforcement by the police with respect to security reached 50 percent, while satisfaction with traffic enforcement reached 45 percent, the survey said.
Zhang Yiri, an associate professor from Guangzhou City Polytechnic, said he was not surprised that the public's low degree of satisfaction with chengguan because they mainly deal with the city's large disadvantaged groups, including street vendors and other low-income people.
"People usually sympathize with the disadvantaged groups when conflicts occur between chengguan and street vendors and other low-income persons," Zhang said.
At the same time, chengguan have less effective and concrete measures with which to handle lawbreaking activities as compared with police officers, he said.
Zhang said that government departments should educate locals about the law to raise awareness, while chengguan should try its best to improve its enforcement approaches.
Chen Hongwen, a Guangzhou white-collar worker, said the survey indicates chengguan's law enforcement still needs much improvement.
"Chengguan should introduce more people-oriented measures while enforcing the laws," Chen said.

BEIJING - Chen Tiexin, a senior political advisor in Northeast China's Liaoning province, was expelled from the Communist Party of China (CPC) and dismissed from public office for graft, according to the Party discipline inspection agency on Tuesday.
Chen was vice chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference.
Investigations found that Chen took advantage of his post to seek profits for others, accepted "a huge amount in bribes" and committed adultery, said a statement from the CPC Central Commission for Discipline Inspection (CCDI).
Chen seriously violated CPC discipline and is suspected of breaking the law, the statement said.
His illegal gains have been confiscated and his case has been handed over to prosecutors, it added.
The CCDI announced the investigation into Chen in July.

Senior officials demoted for corruption


A vice-minister-level official in Jiangxi province was demoted seven levels in the hierarchy of Chinese officials, a rare punishment of a Party official for corruption that prompted discussions on the Internet.
The Communist Party of China Central Commission for Discipline Inspection said on Wednesday that Zhao Zhiyong, was removed from his post as a member of the Standing Committee of the CPC Jiangxi Provincial Committee and secretary-general of the CPC Jiangxi Provincial Committee, which is equivalent to a vice-minister in the official hierarchy. He was demoted to the level of a section worker, the second-lowest rung on the ladder.
Additionally, Zhang Tianxin, former Party secretary of Kunming, capital of Yunnan, another vice-minister-level official, was demoted by four levels to become a deputy division chief, equivalent to a deputy chief of a county.
He also was stripped of his CPC membership and demoted "for dereliction of duty that led to losses of State assets, and for taking advantage of his position for personal gain", according to the CCDI.
Compared with government officials, Party officials usually face Party discipline first if they commit violations.
Amid a nationwide anti-corruption campaign that has toppled a range of government officials, netizens questioned why these officials were demoted to low-grade public servants instead of being sacked.
Xue Lan, a professor with the School of Public Policy and Management at Tsinghua University, said this may be due to the fact that while "the two officials violated Party discipline, their behavior didn't violate the law" and the punishment took this into account.
Zhao and Zhang are not the first sub-provincial officials to be demoted since the 18th National Congress of the CPC launched an anti-corruption campaign in 2012. Fu Xiaoguang, an official at the provincial level in Heilongjiang province, was demoted to department level as punishment for spending public funds on lavish banquets last year.
On July 23 last year, Fu and his relatives traveled to a Jingpo Lake spot in Mudanjiang for sightseeing. During the trip, Meng Qing'an, director of the local forestry bureau, died after drinking alcohol with Fu, according to a report by China Central Television in November.

Shanxi official investigated for taking bribes


BEIJING- A director-level official from North China's Shanxi province is under investigation for allegedly taking bribes, the Supreme People's Procuratorate (SPP) said on Monday.
Ren Yunfeng was director of the bureau responsible for government offices administration under the Shanxi provincial government, the SPP said.
The Shanxi Provincial People's Procuratorate has opened a case and taken compulsory measures against Ren, the SPP said.
According to China's criminal procedure law, compulsory measures include summons by force, bail, residential surveillance, detention and arrest. The SPP did not specify which measures have been taken so far.

President Xi encourages international cultural exchanges


BEIJING - President Xi Jinping stressed increasing China's "soft power" by promoting exchanges with other cultures, he said in a written instruction to the China International Culture Exchange Center on Wednesday.
Xi encouraged the center, which is celebrating its 30th anniversary, to contribute to the promotion of Chinese traditional culture and promote China's exchanges with other cultures as a non-governmental organization.
It is through the contacts with other cultures and learning from them that China can increase its soft power and contribute to world peace, he wrote.
Liu Yunshan, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with representatives who attended the celebration ceremony in Beijing on Wednesday.

President Xi Jinping and his Venezuelan counterpart, Nicolas Maduro, agreed on Sunday to upgrade their countries' relations to a comprehensive strategic partnership.
Xi arrived in Caracas on Sunday on his first-ever state visit to the South American country.
It is also the first visit by a Chinese president to Venezuela in 13 years.
New cooperation agreements were signed on Monday in energy and mining, finance, infrastructure construction, agriculture, high-tech and other fields that will expand Chinese investment, facilitate local social and economic development and strengthen commercial ties between the two nations.
Maduro threw a warm welcoming ceremony, featuring honor guards and hundreds of local people dancing in colorful costumes.
After Xi's arrival, the two leaders held extensive talks for hours, during which the two sides decided to ramp up their bilateral ties into a comprehensive strategic partnership.
During a news conference with Maduro, Xi also said that, as a sincere friend, China supports Venezuela's development path as it suits its domestic situation, and that the current leadership is capable of handling domestic affairs while preserving stability and achieving economic development.
Xi said the two sides decided to continue to strengthen investment cooperation, as well as improve upstream and downstream cooperation in the energy sector, along with high-tech cooperation, including development of a remote-sensing satellite.
China is willing to actively participate in the planning and construction of economic zones in Venezuela, Xi said.
Maduro said there are various kinds of cooperation between China and Venezuela in many fields, and it is well-known among Venezuelan people that bilateral cooperation has brought big changes to their lives.
"We have established a framework for cooperation within all of the sectors of Venezuela. It will have a profound impact on the process of our country's industrialization and modernization, and it also has a significant meaning for our further development, especially the expansion in the energy sector," Maduro said. "China's development model is a worthy lesson for our country to learn from."
Zhao Rongxian, China's ambassador to Venezuela, said Xi's visit is a "milestone" because both countries are currently deepening their respective domestic reforms.
"The bilateral relationship will be promoted to a record high at a strategic level, and will provide powerful driving forces for the two peoples to realize their shared dreams," Zhao said.

"The ministry attaches great importance to the issue and will resolutely investigate, severely punish and firmly attack the organizers, operators and 'protective umbrellas' behind prostitution crimes," Wen Guohui, a ministry press officer, said on Sunday.
The ministry's statement followed a report by China Central Television on Feb 9 about prostitution in Dongguan. The report said local police turned a blind eye to the widespread prostitution.
The report triggered a massive crackdown in the city. More than 6,000 police officers swept through hundreds of hotels, saunas and karaoke bars in Dongguan on Feb 9, arresting at least 67 people, shuttering 12 venues and suspending two police chiefs.
The ministry, which sent a panel to Guangdong to supervise the raid, said it will investigate malfeasance and other illegal behavior of any officials involved and punish them no matter who they are.
On Friday, Yan Xiaokang, vice-mayor of Dongguan and head of the city's public security bureau, was sacked for dereliction of duty.
On Sunday, Party leaders of four local townships in Dongguan — Humen, Houjie, Huangjiang, and Fenggang — also made open apologies. They admitted loopholes in the management and said they will learn from this lesson and fully perform their duties in fighting crimes.
Since the crackdown in Guangdong, police in many other provinces, including Jiangsu, Heilongjiang, Hunan and Shandong, have mounted large-scale campaigns against prostitution and the sex trade.
On Thursday night, 200 police in Nantong, Jiangsu province, raided local karaoke clubs and nightclubs, arresting 100 people suspected of providing sex services.
On the same night, 300 Leiyang police in Hunan province raided hotels, entertainment venues, saunas and websites in a crackdown on sex trade and gambling.
Leiyang police arrested 79 people suspected of their involvement in prostitution and gambling. Police also shut down 22 entertainment venues and seized and destroyed 25 gambling machines.
Earlier on Tuesday, authorities in Harbin, Heilongjiang province, dispatched 4,800 police officers to investigate 2,700 hotels, bathhouses and entertainment places in a similar crackdown.
