Xi urged hukou reform in 2001 PhD paper

A PhD dissertation written by President Xi Jinping 13 years ago, in which he urged reform of the hukou, or household registration system, was made public on Wednesday. The system has created a large income gap between rural and urban residents that should be corrected in a prudent and proactive manner, Xi wrote. The dissertation, part of a library collection at Tsinghua University, was written in December 2001 when Xi, then governor of East China's Fujian province, was studying economics at Tsinghua for a doctoral degree. In the dissertation, Xi said that most migrant workers could not enjoy many social services because of restrictions inherent in their hukou status. Under current rules, people with urban hukou enjoy better social services including health, housing, education and pensions. Even though many rural people have migrated and lived in a city for years, they are barred from many social services because of their lack of urban hukou. The historical trend points to the abolition of the hukou system, which is based on birth, Xi wrote. The government should face reality in a reasonable and brave manner, and reform the hukou system to level out social services, he wrote. The dissertation also mapped out specific steps for hukou reform. Small towns and cities could take the first step to lift restrictions, it said, while medium and large cities could follow. In the dissertation, Xi suggested that migrant workers who have lived in a city for years and have stable incomes could be given priority in their applications for urban hukou. Official statistics show that China had 166 million migrant workers in cities and towns away from their documented homes at the end of last year. The figure increased to 174 million by the end of June this year. Xi expressed his concerns about the problems of hukou many times before he was elected president. In July 2001, when he was governor of Fujian, Xi told a local magazine that the government would promote the process of urbanization and make reforms to hukou, farmland and related matters. During the annual session of the National People's Congress in March 2013, Xi asked Zhu Xueqin, a migrant worker, whether she had obtained hukou in Shanghai municipality, the Beijing News reported. According to the report, Zhu replied that she got Shanghai hukou only after being designated one of China's 1,000 excellent migrant workers in 2008 by the State Council, China's cabinet. Xi urges Japanese reflection on war anniversary

Beijing - Chinese President Xi Jinping on Wednesday urged the Japanese government to admit to and reflect on its history of militarist aggression, as China marked the 69th anniversary of winning the war against Japanese invasion. Addressing a symposium held for the occasion, Xi said the war brought calamity to the people of China and other Asian countries. The facts cannot be denied. Unspeakable cruelty of wartime Japan China is ready to promote the long-term, steady and healthy development of Sino-Japanese relations on the basis of the four political documents, he said, but stressed (Japan's) correct treatment of and deep reflection on past events is the political basis of bilateral ties. With the utmost resolution and effort, we will join with people all over the world to safeguard the victory in the Chinese People's War of Resistance Against Japanese Aggression and the world war against fascism, he said. China will allow neither denial nor distortion of this history, nor any return to militarism, he said. Facts are facts. Truth is truth. Any irresponsible words and actions that distort facts are in vain, he said. "The black is black, you cannot turn it into white by denying it 10,000 times. The white is white, you can never turn it black by denying it 10,000 times," he said. Japan must show a sense of responsibility for history, the region's peoples and the future, and help maintain Sino-Japanese friendship as well as the stability and development of Asia, he said. He urged Japan to be prudent in dealing with historical issues, learn lessons and stick to the road of peaceful development. The symposium was held on Wednesday afternoon by the Central Committee of the Communist Party of China, the State Council and the Central Military Commission at the Great Hall of the People. Earlier in the day, Xi and other leaders attended a ceremony to mark victory day at the Museum of the War of the Chinese People's Resistance Against Japanese Aggression, China's first such celebration since Sept. 3 was decreed an official observance day. Xi stresses market-gov't coordination

BEIJING - Chinese President Xi Jinping has called for better coordination between government work and market forces in promoting sustainable economic and social development. Calling the relationship between government and the market the core issue in economic reform, Xi said that the roles of the two are not contradictory and should not be pitted against each other. "China will well use both 'visible' and 'invisible' hands," he said at a collective study of the Political Bureau of the Communist Party of China Central Committee on Monday. Although economic reform has made progress in recent decades, market vitality is still shackled by many institutional flaws. To straighten out the relationship between the two, the president said China will continue its efforts to let market forces play a "decisive" role in allocating resources while making sure the government functions better. The decisive role of the market cannot replace or negate the role of the government, and vice versa, according to Xi. He said China will stick to market-oriented reform and refrain from intervening in microeconomic activities. It will forge a unified and open market, in which economic entities can compete fairly under a set of transparent rules. In addition to loosening grips on the market, Xi said the Chinese government also needs scientific macroeconomic controls and effective governance. To that end, it will improve macroeconomic control measures, optimize public services and enhance social justice, according to the president. Xi urges anti-terrorism 'nets' for Xinjiang

BEIJING - Chinese President Xi Jinping has called for "nets spread from the earth to the sky" to defend against terrorist acts in Xinjiang, stressing long-term stability as the main goal for the region. Xi made the remarks at the second central work conference on northwest China's Xinjiang Uygur Autonomous Region, a two-day meeting which closed on Thursday. While urging strengthened precautions and international anti-terrorism cooperation, Xi called for "walls made of copper and steel" and "nets spread from the earth to the sky" to capture terrorists. The meeting was held in the wake of a series of bloody terrorist attacks in the region, including one in an open air market in Urumqi, the region's capital, which left 39 people dead and 94 injured on May 20. Calling for "meticulous" religious work, Xi stressed that there should be a focus on helping religion adapt to a socialist society and ensuring the role of religious figures and believers in boosting economic and social development. "Focus on fostering a team of patriotic clergy and boosting the general quality of people in the religious circle so as to ensure that the leadership of religious organizations is firmly in the hands of people who love the country as well as religion," he said. According to Xi, the basic principle for easing religious tensions is to protect legal religious activities, deter illegal and extreme ones, guard against infiltration and crack down on crimes. The president noted that people's normal religious demands should be protected in accordance with laws and regulations and their customs should be respected. "Legal channels for religious people to accurately grasp religious knowledge should be broadened," he added. Earlier this month, Xinjiang's regional public security department said local police had busted 23 terror and religious extremism groups and caught over 200 suspects. Xi urges innovation in 'new military revolution'

BEIJING - Chinese President Xi Jinping has called for more innovation in the country's military as the world is witnessing a "new military revolution". "The world's new military revolution has come at the same time as opportunities and challenges for China and we must develop foresight and insight into these development," said Xi while presiding over a meeting of the Political Bureau of the Communist Party of China Central Committee on Friday. Xi, also general secretary of the CPC Central Committee, urged all Party members to be more aware of military issues, defense and military building and military preparedness, and to give more support to the country's national defense and military reforms. "The world is in a stage of accelerated evolution and profound adjustment," Xi said, noting that progress in the military sector is with informationization at the core. He added that developing the military is also about innovation in military strategies, technologies, operational thinking, combat forces and military management, with reshaping the military system as the goal. The new military revolution is developing at a pace so fast and with its impact so broad and profound that have rarely been seen since the end of WWII, Xi said. The Chinese military must make great leaps in development and innovation so as to close the gap with its better-developed peers in the world, the president said. Xi urged the military to innovate in military theories, armaments, strategies and management so that it can fulfill its duties. "We should cast off the paradigm of mechanized warfare and embrace an approach to war featuring information technology. The principle of protecting traditional security interests should also be shifted to one for the country's comprehensive security and strategic interests," according to Xi. The tendency of separate military departments to defend their own interests should be thrown out in favor of a mindset of maintaining the interests of the entire army and the country, Xi said. He urged the integration of military and civilian innovation so that the two can accommodate each other and develop together, noting the responsibilities of local Party organizations and government departments in the reform.
